About Us

Founded in April 2019, J.M. Pacific Construction, Inc. began as a vision in Jerry Moncada's mind while working for his father at Neppel Electric, driven by a passion to blend electrical expertise with safe, quality construction. Starting with just three dedicated workers, our family-run business has grown into a thriving, nearly 15-person operation, completing over 50 diverse projects across Washington State, from sidewalks and sewer upgrades in LaCrosse to park enhancements in Wenatchee and airport improvements in Brewster. Jerry, alongside his wife, Amanda, and close friends, crafted ambitious 5-year plans—outgrown each year—propelling our growth. A standout moment came in 2021 with the Pioneer Ave Safe Routes to Schools project in Cashmere, where we installed flashing beacons and ADA ramps to keep kids safe. We excel at general contracting, asphalt paving, site demolition, and delivering precise finish site work, bringing skill and care to every job. We take pride in our diverse workforce, and our annual safety training keeps our sites accident-free. Our mission is to employ hardworking local families, building strong, ethical relationships while creating jobs. Though seasonal, we value recurring employees like foreman Jeremiah, a local who started in 2021. In 2025, we expanded again, breaking ground on a new office and shop off Wheeler Road in Moses Lake to better serve our growing vision. Looking ahead, we aim to bring our family-driven approach to more areas, building a legacy of safety, quality, and community for generations to come.

Standout Projects

Below are some of J.M. Pacific Construction, Inc.'s standout projects, showcasing our expertise, community impact, and commitment to quality across Washington State:

Pioneer Ave Safe Routes to Schools (Cashmere, 2021): For the City of Cashmere, we enhanced pedestrian safety by installing Rectangular Rapid Flashing Beacon (RRFB) systems, striping, signing, and other improvements at four crossing locations. We demolished two intersections, installed six ADA-compliant curb ramps, added two catch basins, adjusted two others, and completed concrete prep, elevating safety for school children.

​Engh Road - SR 215/US 97 Intersection Improvements (Omak, 2022): In collaboration with the City of Omak, we undertook significant enhancements at the SR 215/US 97 intersection. Our project involved the removal and replacement of approximately 1,200 linear feet of concrete sidewalk, addressing tree root issues, and executing necessary driveway and curb repairs. Additionally, we upgraded four ADA-compliant curb ramps at the Ferry Avenue/Douglas Avenue intersection, ensuring improved accessibility with associated sidewalk, curbing, and asphalt repairs, ultimately enhancing safety and mobility for all users.

 

Anderson Field - Relocate Runway Connector and Construct West & East Taxilanes (Brewster, 2023): For the City of Brewster, we tackled a complex airport upgrade, demolishing and relocating a runway connector, then constructing west and east taxilanes. Our work included clearing, excavation, subgrade prep, drainage, asphalt paving, electrical work on runway edge lights, and pavement marking, boosting safety and functionality.

Memorial Park - P'Squosa Plaza Project (Wenatchee, 2024): Partnering with the City of Wenatchee, we transformed Memorial Park with construction staking, clearing and grubbing, site grading, and a stunning plaza featuring decorative concrete planter boxes and paver surfaces. We also relocated site illumination and irrigation, improved drainage with trench drains and storm laterals, and restored turf grass, delivering a vibrant community space.
 

Main Avenue and 2nd Street Sidewalk Project (LaCrosse, 2024): Working with the Town of LaCrosse, we enhanced pedestrian access by installing 7 catch basins, 1 stormwater manhole, 8 ADA ramps, 550 LF of curb, 500 LF of curb and gutter, and 350 SY of sidewalk. We also laid storm pipes, repaired pavement, restored landscapes, and added paint striping, improving safety and aesthetics.

2025 Wilbur Overlay & Preservation and Almira Citywide Preservation Projects (Wilbur & Almira, 2025): Partnering with the Cities of Wilbur and Almira, we are set to enhance roadway conditions through two comprehensive preservation projects. For Wilbur: This segment includes crack sealing, pavement repairs, and the application of approximately 12,000 square yards of Hot Mix Asphalt overlay. We will also conduct 2,700 square yards of pavement grinding, install 21 concrete sidewalk curb ramps, and complete pavement markings, ensuring improved safety and longevity of the roadways. For Almira: This portion focuses on crack sealing and minor pavement repairs throughout the Town, aimed at maintaining and enhancing the overall quality of the road network for residents and visitors alike.
